Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. The engraving shows the killing of dodos (depicted as penguin-like), a dugong, and parrots on Mauritius in 1602; the depicted method of catching parrots matches that used on Mascarene grey parakeets according to contemporary accounts. Hume coined the new common name "Thirioux's grey parrot" in honour of the original collector. The IOC World Bird List instead used the common name "Mascarene grey parakeet".
    The population of grey parrots described from the island of Réunion (referred to as Psittacula cf. bensoni by Hume) is thought to have been conspecific with that on Mauritius.Until subfossils of P. bensoni are found on Réunion, it cannot be confirmed whether the grey parrots of the two islands belonged to the same species.In the 1860s, French naturalists Charles Coquerel and Auguste Vinson suggested these could have been parrots of the genus Coracopsis, but fossils of neither that genus nor Psittacula have ever been found on Réunion. Whilst Coracopsis parrots are known to have been introduced to that island in the 1700s, a population did not become established. While no live or dead Mascarene grey parakeets are known with certainty to have been exported, Hume has suggested that a brown parrot specimen—once housed in Cabinet du Roi but now lost—may have been a discoloured old Mascarene grey parakeet, or perhaps a lesser vasa parrot (Coracopsis nigra). This specimen was described by French naturalist Comte de Buffon in 1779.

Holyoak described some small parrot bones that he had discovered among a collection of broad-billed parrot (Lophopsittacus mauritianus) subfossils in the Zoology Museum of Cambridge University. These remains had been collected by French amateur naturalist Louis Etienne Thirioux in the early 20th century, who had found them in a cave on Le Pouce mountain, on the Mascarene Island of Mauritius. They were placed in the zoology museum by 1908. Apart from their size and robustness, Holyoak did not find the bones to be distinct from those of the Mascarene parrot genera Lophopsittacus, Mascarinus (the Mascarene parrot), Necropsittacus (the Rodrigues parrot), and Psittacula (which had two or three other species inhabiting the Mascarene Islands). Because of their similarities, Holyoak considered all these genera to be closely related
           Holyoak provisionally placed the new species in the same genus as the broad-billed parrot, naming it Lophopsittacus bensoni; the name honours English ornithologist Constantine W. Benson, for his work on birds from the Indian Ocean, and in classifying bird collections at Cambridge. Holyoak also mentioned the possibility that the remains could represent a small subspecies of Necropsittacus or a wide-beaked form of Mascarinus, but maintained that they were best considered as belonging to a distinct species. The holotype specimen is a mandibular symphysis, with the specimen number UMZC 577a. Other known remains include upper mandibles, a palatine bone, and tarsometatarsi.The species has since been excavated from the Mare aux Songes swamp on Mauritius, from which subfossils of most of the other endemic bird species have been identified as well
          Old, vague accounts of several different now-extinct Mascarene parrots have created much confusion for the scientists who subsequently examined them. In 1967, American ornithologist James Greenway speculated that 17th- and 18th-century reports of then-unidentified grey parrots on Mauritius referred to the broad-billed parrot.In 1987, English ecologist Anthony S. Cheke correlated the L. bensoni subfossils with the grey parrots reported from Mauritius and Réunion, which had previously been ignored, or considered references to broad-billed parrots.Further study of contemporary accounts indicates that the broad-billed parrot was not grey, but had multiple colours.

BANASKANTHA Jilla Fer Badali Seniority List The Mascarene grey parakeet or Thirioux's grey parrot (Psittacula bensoni), is an extinct species of parrot which was endemic to the Mascarene Islands of Mauritius and Réunion in the western Indian Ocean. It has been classified as a member of the tribe Psittaculini, along with other parrots from the Islands.
  Subfossil bones of the Mascarene grey parakeet found on Mauritius were first described in 1973 as belonging to a smaller relative of the broad-billed parrot in the genus Lophopsittacus. Apart from their size, the bones were very similar to those of other Mascarene parrots. The subfossils were later connected with 17th- and 18th-century descriptions of small grey parrots on Mauritius and Réunion, together with a single illustration published in a journal describing a voyage in 1602, and the species was instead reassigned to the genus Psittacula.
  The Mascarene grey parakeet was grey, had a long tail, and was larger than other species of the genus Psittacula, which are usually green. The grey parrots were said to be easy to hunt, as the capture of one would result in its calling out to summon the whole flock. They were also considered to be crop pests, and being such easy prey meant that they were extensively hunted. Coupled with deforestation, this pushed them into extinction. This had happened by the 1730s on Réunion and by the 1760s on Mauritius.

in the prescribed format issued by Competent Authority.OBC Caste certificate should have clear
mention about Non Creamy Layer status valid for current year 2018-2019.
(G) Discharge Certificate or Armed Forces Serving Certificate in case applied against Ex-Servicemen (Ex-
SM) Quota.
(H) Disability Certificate for PH Candidates as per Annexure "D" or "E".
(I) Four identical passport size photographs as per scanned photo in Application form.
(J) Medical fitness certificate issued by Government authorised doctor (Gaz.), not below the rank of
Asst.Surgeon of Central/State Hospital.
(K) Aadhar Card / Voter ID / Passport / Driving License or any other valid Goernment Identity Card.
2 Attend the Document Verification Center well in time with valid documents as asked for.
3 No request for change of Center / date of Document Verification / time will be entertained.
4 Candidates will have to bear all expenses with respect to stay, transportation etc. They may also require
to stay for more than one day in case of any requirement / exigencies. Accordingly they should come
well prepared to stay at Document Verification Center for one or two days.
5 Candidates are directed to ensure that certificates produced by them do not have any dificiency with
respect to name , father's name, date of birth, marks etc. Failing which their candidature is liable to be
cancelled.
6 Affix your passport size photograph on the space provided on call letter & put signature on the
photograph in such a way that come part of the signature appear on the Admit Card otherwise candidate
will not be allowed to appear in the examination.
7 The candidate must retain the lower portion of this call letter after completion of DV.
8 Any form of canvassing will disqualify the candidate. Candidate found to be indulging in any
malpractices or using unfair means in the Document Verification shall be disqualified.
9 Candidate must sign in running script as per scanned signature in the application form and not in capital
letters, wherever required.
10 Violation of these instructions shall lead to cancellation of candidature.

Following the departure of the original secretary, he was moved into that position by the board of electors.

The Northrop N-1M [6], was the first aircraft Northrop produced. The "M" stood for "mock-up", as the craft was intended to explore the controllability and stability of the all-wing aircraft concept. Stephens did most of the experimental test flying in the two-year test program. The ship was vastly overweight, severely underpowered, and was plagued with constant engine problems. Still, it fulfilled its design purpose. The test program produced the general configuration for the subsequent Northrop flying wings.Stephens also tested other experimental Northrop aircraft: the N-3PB float plane patrol bomber, the A-31 Vengeance dive bomber, and the P-61 Black Widow night fighter.

He was approached by travel-adventurist Richard Halliburton, who proposed up to two years away, visiting well-known and less known places. Stephens chose a Stearman C-3B [21] with Halliburton, taking eighteen months, and reaching places such as Timbuktu in Africa, Mount Everest in the Himalayas, The Taj Mahal in India, Petra in Jordan, Singapore in Southeast Asia, and Sarawak in Borneo.
      The two men simply shook hands. Moye had no pay, but unlimited expenses.[5] When Crown Prince Ghazi of Iraq was a boy, Stephens and Halliburton flew the lad over a school yard so classmates could see the Prince in an open-cockpit airplane. They performed acrobatics for the Maharajah of Nepal. They were feted by Sylvia Brett, wife of the White Rajah[22] of Sarawak.
     In a 23 January 1932 letter to his parents, Halliburton wrote, "Moye continues to be the world's best pilot. Once we are in the air, no matter where, everything goes like clock-work." [23]For Halliburton, he piloted a Stearman C-3B biplane,[21] The Flying Carpet, and Halliburton wrote a book of the same name, published in 1932, which became a best seller. They flew to French Foreign Legion outposts, and across the Sahara to Timbuktu. Their flight took them to Asia, including India, Persia, Malaysia, and other countries. In Iran, they met young German aviator Elly Beinhorn, famous in her day, who had also flown to Timbuktu in a Klemm, although her plane had been forced down because of mechanical failure.
      In 1931, Richard Halliburton, a famous travel-adventure writer of the time, asked Stephens to pilot and mechanic for him in an around the world flight. The purpose was to gather material for Halliburton's next book, The Flying Carpet, which became a best seller. The trip in a biplane called The Flying Carpet, a Stearman C-3B, took eighteen months, covered 33,660 miles, visited 34 countries, and included France, the Sahara, Persia, Singapore, and the Philippines. In that global flight, Stephens performed aerobatics for the first air meet in Oran, Algeria, aerobatics for the first air meet in Fez, Morocco, rescued Elly Beinhorn a famous German aviator, and flew aerobatics for the Maharajah of Nepal.
    Among the highlights of his trip was the first aerial photograph of Mount Everest. He and Halliburton were the first Americans to fly to the Philippines. He flew Crown Prince Ghazi of Iraq. In Persia, Princess Mahin Banu [24] climbed into the front cockpit for a ride with him.     Jack Northrop, Jerry Vultee, and Cliff Garrett, each eventually founding, respectively, Northrop Aviation, Vultee Aircraft, and Garrett AiResearch, were given their initial flying instruction by Moye Stephens in the same OX-5 Travel Air.
   Moye Stephens was a stunt pilot for Hollywood movies produced by Howard Hughes [14] and Cecil B. DeMille.[12] He gave Hughes flying lessons, and knew Victor Fleming,[18] Gone With The Wind director, as well as various movie stars.
     In 1926 with J.M. Hiatt, a Stanford classmate, he wrote stories, "The Assault Upon Miracle Castle", and "Ghosts of the Air",[19] both published in Weird Tales, a magazine still in existence. He also co-authored science-fiction for Weird Tales, gave flying lessons to Howard Hughes and flew as a stunt pilot in Hughes' silent movie extravaganza, Hell's Angels.

It occurs when the top layer of the soil is washed
            away in successive steps by the action of water. It is mainly caused by sudden bursts of heavy rainfall, the slope of the land, removal of the natural protective coat of vegetation, the ruts along which water can flow rapidly, and the absence of any checks to prevent the flow of water. It can be checked using various preventive measures like the terracing ofland, the construction ofbunds (dams) to check the flow of water and the planting of appropriate types of vegetation. The conservation and utilisation of water is fundamental for human welfare. Much oflndian agriculture depends on seasonal rainfall and is therefore very sensitive to any failure or irregularity of the same. The problems of soil erosion and of inadequate (not enough) or irregular rainfall are closely connected with each other. It is clear that the adoption of techniques preventing soil erosion would also help to conserve and keep
the water where it is wanted. In India an immense quantity of rain water runs off the ground. The collection and utilisation of this water is important. Much ofit finds its way to the sea. Incredibly large quantities of the precious fluid are thus lost to the country. The harnessing of our rivers, the waters of which now mostly run to waste, is need of the hour. Vast areas ofland which at present are mere scrub jungle could be turned into fertile and prosperous land by courageous and well-planned action. Closely connected with the conservation of water supplies is the problem of afforestation. The systematic planting of suitable trees in every possible or even in impossible areas is one of the most urgent needs oflndia. Such plantation would directly and indirectly prove a source of hidden wealth to the country. They would check soil erosion, conserve the rainfall of the country from flowing away to waste and it will also supply cheap fuel.

We hear much about programmes of rails and road construction, but far too little about the development of waterways in India. Some of these tanks are surprisingly large and it is a beautiful sight to see the sun rise or set over them. Water in a landscape may be compared to the eyes in a human face. It reflects the mood of the hour, being bright and gay when the sun shines, turning to dark and gloomy when the sky is overcast.
     One of the most remarkable facts about water is its power to carry silt . This is the origin of the
characteristic colour of the water in rainfed tanks. This colour varies with the nature of the earth in the catchment area. Swiftly flowing water can carry fairly large and heavy particles. The finest particles, however, remain floating within the liquid in spite of their greater density and are carried to great distances. Such particles are, of course, extremely small, but their number is also great and very large amounts of solid matter can be transported in this way. The colour of the water changes successively from the muddy red or brown of silt through varying shades of yellow and green finally to the blue of the deep sea. Such land, consisting as it does of finely divided matter, is usually very fertile.

Water is applied dose to plants so that only that part of the soil in which the roots grow is wetted, unlike surface and sprinkler irrigation, which involves wetting the whole soil. With drip irrigation water, applications are more frequent (usually every 1-3 days) than with other methods and this provides a very favourable high moisture level in the soil in which plants can flourish. Drip irrigation is most suitable for row crops (vegetables, soft fruit), and tree and vine orchards where one or more emitters can be provided for each plant. Generally only high value crops are considered because of the high capital costs of installing a drip system.Normally the crop would be planted along contour lines and the water supply pipes would be laid along the contour also. Drip irrigation is suitable for most soils. On day soils water must be applied slowly to avoid surface water ponding and runoff. On sandy soils higher emitter discharge rates will be needed to ensure adequate lateral wetting of the soil. One of the main problems with drip irrigation is blockage of the emitters. All emitters have very small waterways ranging from 0.2-2.0 mm in diameter and these can become blocked ifthewateris not dean. Thus
it is essential for irrigation water to be free of sediments. If this is not so, then filtration of the irrigation water will be needed.
    The pump unit takes water from the source and provides the right pressure for delivery into the pipe system. The control head consists of valves to control the discharge and pressure in the entire system. Some control head units contain a filter and fertilizer or nutrient tank. These slowly add a measured dose of fertilizer into the water during irrigation. This is one of the major advantages of drip irrigation over other methods. Mainlines, submains and laterals supply water from the control head into the fields. They are usually made from PVC or polyethylene hose and should be buried below ground because theyeasilywear out when exposed to direct solar radiation. Lateral pipes are usually 13-32 mm diameter. Emitters or drippers are devices used to control the discharge of water from the lateral to the plants.
