The volume is written within the framework of Chomsky’s version of Universal Grammar (UG) and is directed towards general introductory linguistics courses, as well as courses in language acquisition and the psychology of language. In the introductory part I the authors present several basic facts about language acquisition that serve as a database ‘to test the adequacy of alternative theories oflanguage and mind’ (p. viii); in practice, the one alternative theory examined is behaviorism, as espoused by the late American psychologist B.F. Skinner. After concluding that the behaviorist theory is too simple to account for the complexities of linguistic knowledge, they proceed to an examination of Chomsky’s theory of UG. 

     Parts II and III describe in some depth constituent structure and transformational syntax, the core components of UG, and apply them to the study of child language. As the data used in these two parts mainly come from English, part IV tries to circumvent the problem of focusing too narrowly on just one natural language by comparing the course of acquisition by children learning English with that taken by children learning languages quite unlike English.

      The language selected for illustration is the visual-gestural language used by deaf people in the United States, American Sign Language (ASL). This is argued to be a language with a different structure from English and, in some respects, ‘more like Chinese than like English’ (p. 276). Yet despite their profound differences, which include the ‘modality’ or channel used to convey each of these two languages (vocal-auditory in the case of English; manual-visual in the case of ASL), English and ASL are argued to share a common core of principles, which are acquired in much the same way and are thus likely candidates for linguistic universals. In passing, one may note that visual-gestural languages, including ASL, have recently received considerable attention from members of the cognitive linguistic community, who are aware of their importance for understanding the cognitive basis of grammatical structure. None of their contributions to this topic, however, are mentioned by Crain and Lillo- Martin. Finally, another claim they make is that children are biologically endowed with semantic knowledge, just as they are biologically endowed with syntactic knowledge. Hence the last and fifth part of the volume is devoted to semantics and the philosophy of language, including topics such as compositionality (how the meaning of a sentence or higher-level expression is formed from the meanings of its constituent parts) and intensional semantics.

          As in earlier chapters, the technical discussion of these issues is complemented by discussion of empirical investigations into how children acquire knowledge of the principles of the semantic component of UG. On the whole, this new title in the Blackwell Textbooks in Linguistics series serves the introductory purposes for which it was designed and will prove useful for students approaching the problem of language acquisition from an orthodox generative perspective. In this reviewer’s opinion, a shortcoming of this book is the simplistic outlook that pervades a number of its statements, such as this one on p. ix: ‘Prior to Chomsky, linguists concentrated much of their efforts on describing the easily observable properties of language: the sound system, the vocabulary, and how some words are derived from others. Linguists in this tradition rarely looked at patterns of sentence structure, which can be very abstract.’

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. Facebook launches Portal TV, WhatsApp video calling on TV

Facebook launches Portal TV, WhatsApp video calling on TVSocial media company Facebook is slowly shifting its focus to hardware. The company has launched Portal TV today. This is an accessory that allows video chatting on TV. This device is a video chatting prime target. This means you can have Facebook video chatting on the TV through this device. Its sale in the US will begin on November 5 and is priced at $ 149. The company is offering a $ 50 discount on taking with Do Portal devices.

Facebook has launched a total of three products. These include Portal Mini, Portal and Portal TV. Both portals are smart displays like Amazon and Google, but Portal TV is different and some people may be opposed to privacy.

The Portal Smart display is 10 inches while the Portal Mini has an eight inch display. You can connect it to the TV's HDMI port. Then you have to log in with a Facebook account. You can video chat after logging in to Facebook and linking the account. Apart from Facebook, WhatsApp calling can also be done on the TV through the portal. The company said that WhatsApp calling is end-to-end and encrypted so that there will be A & True and Secure. A device called Portal TV has been given an Artificial Intelligence based smart camera. Its specialty is that it can also pan and zoom so that it appears in the frame if the user moves.

The $149 Portal TV is the star of the show, turning most televisions with an HDMI connection into a video chat device. And if you video call between two Portal TVs, you can use the new Watch Together feature to co-view Facebook Watch videos simultaneously while chilling together over picture-in-picture. The Portal TV is a genius way for Facebook to make its hardware both cheaper yet more immersive by co-opting a screen you already own and have given a space in your life, thereby leapfrogging smart speakers like Amazon Echo and Google Home.

There’s also the new pint-size 8-inch Portal Mini for just $129, which makes counter-top video chat exceedingly cheap. The 10-inch Portal that launched a year ago now has a sleeker, minimal bezel look with a price drop (from $199 to $179). Both look more like digital picture frames, which they are, and can be stood on their side or end for optimal full-screen chatting. Lastly, the giant 15.6-inch Portal+ swivel screen falls to $279 instead of $349, and you still get $50 off if you buy any two Portal devices.“The TV has been a staple of living rooms around the world, but to date it’s been primarily about people who are physically interacting with the device,” Facebook’s VP of consumer hardware Andrew “Boz” Bosworth tells me at a press event inside a San Francisco Victorian house. “We see the opportunity for people to use their TVs not just to do that but also to interact with other people.”

The new Portals go on pre-sale today from Portal.facebook.com, Amazon and Best Buy in the U.S. and Canada, plus new markets like the U.K., Australia, New Zealand, Spain, Italy and France (though the “Hey Portal” assistant only works in English). Portal and Portal Mini ship October 15th and Portal TV ships November 5th.
The whole Portal gang lack essential video apps like Netflix and HBO, and Boz claims he’s not trying to compete directly with Roku, Fire TV, etc. Instead, Facebook is trying to win where it’s strongest, on communication and video chat where rivals lack a scaled social network.

“You’re kind of more hanging out. It isn’t as transactional. It’s not as urgent as when you sacrifice your left arm to the cause,” explains Boz. Like how Fortnite created a way for people to just chill together while gaming remotely, Portal TV could do the same for watching television together, apart.
Battling the creepiness

The original Portal launched a year ago to favorable reviews, except for one sticking point: journalists all thought it was too sketchy to bring Facebook surveillance tech inside their homes. Whether the mainstream consumer feels the same way is still a mystery, as the company has refused to share sales numbers. Though Boz told me, “The engagement, the retention numbers are all really positive,” we haven’t seen developers like Netflix rush to bring their apps to the Portal platform.

To that end, privacy on Portal no longer feels clipped on like the old plastic removable camera covers. “We have to always do more work to grow the number of people who have that level of comfort, and bring that technology into their home,” says Boz. “We’ve done what we can in this latest generation of products, now with integrated camera covers that are hardware, indicator lights when the microphone is off and form factors that are less obtrusive and blend more into the background of the home.”One major change stems from a scandal that spread across the tech sector, with Apple, Google, Amazon and Facebook all being criticized for quietly sending voice clips to human reviewers to improve speech recognition in what felt like a privacy violation. “Part of the Portal out-of-box experience is going to be a splash screen on data storage and it will literally walk through how . . . when we hear ‘Hey Portal’ a voice recording and transcription is sent, it may be reviewed by humans, and people have the ability to opt out.”

But if Portal is battling the perception of creepiness, why make human reviews the default? Boz defended the move from the perspective of accessibility. “We say, ‘oh they’re good enough,’ but for a lot of people that might have a mild speech impediment, a subtle accent, who might use different words because they’re from a different region, these assistants aren’t inclusive.” He claims more voice data reviewed by humans means better products for everyone, though I bet better sales for Facebook wouldn’t hurt.Instead, Facebook is leaning on the evolution of the smart screen market in general to help its camera blend in. “The more value we can create, not just any one player but as an entire industry, that allows consumers to feel — ‘yeah, I both am comfortable with how the data is being used and why.’ ”

Hands-on with the new Portals

If you can get past Facebook’s toxic brand, the new Portals are quite pleasing. They’re remarkably polished products for a company just a year into selling consumer hardware. They all feel sturdy and elegant enough to place in your kitchen or living room.The Portal and Portal Mini work just like last year’s models, but without the big speaker bezel they can be flipped on their side and look much more like picture frames while running Portal’s Smart Frame showing your Facebook, Instagram or camera roll photos.Portal TV’s flexible form factor is a clever innovation, first spotted as “Codename: Ripley” by Jane Manchun Wong and reported by Alex Heath for Cheddar a year ago. It has an integrated stand for placing the gadget on your TV console, but that stand also squeezes onto a front wing to let it clip onto both wide and extremely thin new flatscreen televisions. With just an HDMI connection it brings a 12.5 megapixel, 120-degree camera and 8-mic array to any tube. It also ships with a stubby remote control for basic browsing without having to shout across the room.

Portal TV includes an integrated smart speaker that can be used even when the TV is off or on a different input, and offers HDMI CEC for control through other remotes. The built-in camera cover gives users peace of mind and a switch conjures a red light to signal that all sensors are disabled. Overall, control responsiveness felt a tad sluggish, but passable.Portal’s software is largely the same as before, with a few key improvements, the addition of WhatsApp and one big bonus feature for Portal TVs. The AI Smart Camera is the best part, automatically tracking multiple people to keep everyone in frame and zoomed-in as possible. Improved adaptive background modeling and human pose estimation lets it keep faces in view without facial recognition, and all video processing is done locally on the device. A sharper Spotlight feature lets you select one person, like a child running around the room, so you don’t miss the gymnastics routines.

The Portal app platform that features Spotify and Pandora is gaining Amazon’s suite of apps, starting with Prime Video while Ring doorbell and smart home controls are on the way. Beyond Messenger calls and AR Storytime, where you don characters’ AR masks as you read aloud a children’s book, there are new AR games like Cats Catching Donuts With Their Mouths. Designed for kids and casual players, the games had some trouble with motion tracking and felt too thin for more than a few seconds of play. But if Facebook gave Portal TV a real controller or bought a better AR games studio, it could dive deeper into gaming as a selling point.WhatsApp is the top new feature for all the Portals. Though you can’t use the voice assistant to call people, you can now WhatsApp video chat friends with end-to-end encryption rather than just Messenger’s encryption in transit. The two messaging apps combined give Portal a big advantage over Google and Amazon’s devices since their parents have screwed up or ignored chat over the years. Still, there’s no way to send text messages, which would be exceedingly helpful.

This is Portal’s true purpose. Facebook has always been about time spent, getting deeper into your life and learning more about you. While other companies’ products might feel less creepy or be more entertaining, none have the ubiquitous social connection of Facebook and Portal. When your friends are on screen too, a mediocre game or silly video is elevated into a memorable experience. You can burn hours simply co-chilling. With Portal TV, Facebook finally has something unique enough to possibly offset its brand tax and earn it a place in your home.

WhatsApp working on new feature that will show Status updates of your friends firstWhatsApp introduced the Status feature in 2017 and since then it has been trying hard to make this feature as popular as the Snapchat's Stories. The company has brought several small updates to the feature in the past but it is planning something really big this time. The chat app is working on a new algorithm that would fetch Status updates in the most relevant order.

According to a Mashable report, the Facebook-owned company is testing new algorithm that sort Status updates by their relevance. Currently the Status updates from all contacts are shown in the reverse chronological order with the most recent one showing first. It includes updates of even those contacts who you may have never conversed with. The new update would change that and show you Status based on who you interact most with or whose status you see more often and similar other factors.

As per the report, the feature is already being rolled out to some iOS users in Brazil, Spain and India. This means that the feature could first come to iOS users and then to the Android users across the globe.

Keeping the WhatsApp's end-to-end encryption in the purview, the report states that the feature would not touch the WhatsApp's servers. Instead, it will access only those details that are available on users' phones.

WhatsApp is also said to be working on two another major updates- ability to find businesses directly in app and requiring group admins to seek permission from users before adding them to a group.

According to WaBetaInfo report, WhatsApp will add "Find businesses" as third option just below the New Contact option inside the app. It is unclear how the feature would work but there are speculations that the feature would help find business based on a category or by its name.

WhatsApp- Group invitation is another most-awaited feature on the platform. The chat app is working on a feature that will require admins to take permission from users before adding them to any group. WhatsApp will add a "Groups" option inside settings. You will need this option to manage your groups' privacy setting. To enable the feature, you will have to go to Settings> Account>Privacy> Groups>Who can add me to groups. It will have three options- Everyone, My contacts, and Nobody.

If you select everybody, everyone can add you to a group and you will receive no invites. If you select My contacts, you can be added in groups from your contacts and you will receive an invite to join a group from people outside your contacts list. At last if you select the Nobody option nobody can add you directly to any groups and you will receive invitation request every time someone wants to add you to a group.

The forests also provide large supplies of fruits, edible nuts, fibers and herbs for local consumption. The forests break the flow of the seasonal rainfall that lashes the slopes of this mountain range every year during the monsoon. This creates springs and ever-flowing streams which are vital for the mountain people and their animals during the hot summer months.
For many years, however, large areas of these rich forest resources are getting destroyed. For example, the forests ofTehri -Gadhwal were exploited to supply timber for the expanding railway network in the plains.Europeans in Mussourie wanted cultivation of new food crops like potatoes, leading to large-scale clearing of mixed oak forests. 'There was dearly a contradiction between the village people's basic needs, and the requirements of the state to earn money. In 1930, the people ofTehri-Gadhwal began a non-cooperation movement called satyagrah a form of peaceful resistance to obtain justice in opposition to the oppressive forest laws. In that year, a large number of people were killed in Tilari by the armed forces of the kingdom ofTehri-Gadhwal, when they formed a protest meeting against official forest policy. Look at the picture. What do you notice? There are some men, women and children embracing the trees.
 The two men are with saws in their hands. They want to cut down the trees but the people are protecting them. 'They do not allow them to do any harm to the trees as they are emotionally attached to them. It was 'Chipko Movement' to save the forests. The movement saved the green forest and protected the envirorunent.Out of the satyagrah movement has grown the post independence Chipko ("hug-a-tree") movement in which villagepeoplehave actuallyput their bodies around trees tostop them from being felled. This grass-roots struggle against commercial cutting of the Himalayan forests of Uttar Pradesh has forced the state government to rethink its strategy. Commercial felling, in fact, is now banned above a height of 1 ooom. But there are large areas of degraded forests, and the Forest Department has failed to reafforest them. As a result, there is now a severe scarcity of animal fodder and domestic fuel, and acute water shortage. The women suffer the most. In many parts of the hills, women now have to walk all day to collect the daily requirements of fodder, fuel and water. Inspired by the Chipko movemen4 the village women have now started to manage and protect local forests, to ensure their regeneration. Under the leadership of Shri Sundar Bahuguna and Shri Chandi Prasad of Tehri Gadhwal District, in Uttaranchal, tree lovers came forwar dtosavet he Deodar Forests that lieon thes lopesof the Himalayas. In\ this movement, the tree lovers used to embrace the trees to save them from being cut. It was popularly known as the Chipko Movement Conservation of forests is our moral duty. 'The men of Kangad, though, were offered work by the Forest Department to fell the trees. As a result, there was a conflict between the village men and women. After four months of resistance, the women succeeded in saving their forest .The women's organisation (the Mahila Mangal Dal) then decided to revive the degraded forests. On the basis of the number of cattle owned by each family, contributions were raised to employ a forest guard, who was paid < 300 per month. For three years the arrangement worked well, but problems then arose; the forest guard became negligent, and protection was loose. The 2019 Lok Sabha polls will be held in a seven phases from April 11 to May 19. The seven phases will cover 543 constituencies.

Simultaneously, elections will also be held to the assemblies of Arunachal Pradesh, Andhra Pradesh, Sikkim, and Odisha. The results for the Arunachal Pradesh, Andhra Pradesh, Sikkim, and Odisha assembly elections will be out on May 23 along with the Lok Sabha election result.

The health department of Gujarat government has issued a resolution on March 7 that any staff been engaged for election duty will get cashless health cover. The staff, in case of any illness or injury sustained during poll duties, will get all medical facilities for free at government or private hospitals.



The chief electoral officer(CEO) in Gujarat Dr S Murali Krishna said, "The cashless health cover has been provided to staff engaged in poll duties, as per the guidelines by the election commission. This facility will be available to all the government employees from administrative services, police, drivers, cleaners and other."

"Besides this, the service has been extended for the staff like drivers of private vehicles been requested for election duty, videographers and other. All these staffs will get the medical treatment at government hospitals and dispensaries, medical colleges and hospitals running on government grants.

If it is required to get the treatment from a private hospital in emergency cases, the same also will be available to all the staff after permission by concerned district election officer(collector)," the CEO added. The election commission has also facilitated Divyang voters. Special voters photo identity cards, voters slips, guide, and ballot papers printed in Braille script for visually impaired voters.

Besides this, the Divyan voters will not have to wait in queue for their turn on polling days. Special parking facilities for vehicles and protruding ramps also will be available for them. If informed to the polling staff in advance, they will get the transportation facility.

First of all a large piece of barren land is acquired; then swadhyayees from fifteen to twenty neighbouring villages and towns dig wells for its irrigation, and then plant saplings. Mantras are chanted as if pran pratishtha of those plants is done. Bhavgeets are sung. And slogans like Hamari Shakti, Krishna ki Bhakti and Chhod rna Ranchhod are uttered while the 'baltarus' (plants) are put in the beds. Once a Vruk:shmandir is set up like this, swadhyayees from neighbouring villages and towns take turns to attend these saplings in a spirit of devotion as pujari (worshipper). They chant Narayan Upnishad while watering these plants.
The large plots of totally desolate and barren land are now turning into beautiful lush green orchards.
The survival rate of plants is nearly one hundred per cent! The first Vruk:shmandir was raised in July
1979. Today only Gujarat has almost 19 Vruk:shmandirs. Indira Priyadarshini Vrikshamitra Puraskar
was Awarded to Pandurang ShastriAthvale in 1987 for turning barren land into orchards'Madhvvrund' is an extension of Vruk:shmandir. Those who cannot reach Vruk:shmandir plant saplings at their own place on every 12th of July. They water and nurture the plants in madhavvrund for at least 100 days chanting Narayan Upnishad. According to Athvaleji : when we go as pujaris, we are not social workers. It is our bhakti because it is reverence for man, reverence for nature and reverence for every creation. This is a permanent solution for all our problems related to environment.
